States Shift to New GDP Series

India is preparing to measure its national and state economies using the same benchmark. States and Union Territories are expected to adopt the new GDP series by the end of FY27, completing the shift to the 2022–23 base year.

The change will align state-level estimates with the Centre’s revised national accounts and make economic data easier to compare across the country.

What Is India’s New GDP Series?

A base year is the reference period used to calculate real economic growth after adjusting for price changes. It is updated periodically to reflect changes in consumption, production, industries and data availability.

The Centre introduced the India GDP new base year series in February 2026 while releasing the third-quarter GDP data and second advance estimates for FY26.

Why Are States Adopting the Revised GDP Series?

States measure their economic output through Gross State Domestic Product, or GSDP. Most states and Union Territories currently prepare these estimates using the 2011–12 framework.

Using different base years at the national and state levels can make economic comparisons difficult. Bringing both under the 2022–23 framework will help improve the consistency of:

  • Growth comparisons across states
  • Fiscal deficit calculations
  • Estimates of state economic output
  • Budgeting and policy analysis

MoSPI has been working with states and Union Territories to finalise the method for implementing the revised GDP series in India. MoSPI released uniform guidelines for calculating Gross State Value Added under the 2022–23 base year on 7 May 2026.

How Is the New GDP Series Transition Different?

The previous base-year revision took considerably longer. Several states required 2 to 3 years to shift to the 2011–12 series.

This time, the transition is expected to be completed within FY27. Currently, 34 states and Union Territories calculate GSDP using the earlier framework. Lakshadweep and Dadra and Nagar Haveli and Daman and Diu are yet to be fully onboarded.

MoSPI Updates District-Level Economic Data

The revision will also cover district-level economic data.

MoSPI issued guidelines on 3 June 2026 for calculating District Domestic Product using 2022–23 as the benchmark. These estimates can provide a clearer picture of economic activity across different districts and support more focused policymaking.

Currently, 26 states and Union Territories compile district-level economic estimates. Other regions are also being encouraged to adopt the updated method.

How Will the New GDP Series Affect the Indian Economy?

The revised series will change how economic activity is calculated, not the activity itself. Updated data sources and measurement methods may alter previously reported growth rates or the estimated contribution of different sectors.

If the transition is completed by FY27-end, India will have a more uniform framework for national, state and district-level accounts. This could support clearer economic comparisons and more consistent fiscal analysis.
